Intercontinental International Center of Science and Technology (IICS)

The Intercontinental International Center of Science and Technology (IICS, abbreviated in Chinese as “Guoke Intercontinental Science Center” or “Guoke Center”) is an international platform for scientific and technological exchange and cooperation, headquartered in Beijing, China. Since its establishment, the National Science Center has always focused on its core positioning of “connecting global innovation resources and serving human scientific and technological progress,” proactively aligning with national strategic needs, building an open and shared bridge for international scientific and technological cooperation, and gradually developing into a globally influential cross-border science and technology cooperation hub.
As an international science and technology cooperation platform based in China and facing the world, the National Science Center has clarified its mission and positioning since its inception: to leverage China’s solid foundation for technological innovation and development, connect top scientists and industry entrepreneurs worldwide, deeply promote global scientific and technological innovation cooperation, open up channels for the transformation of cutting-edge technologies from laboratories to industrial applications, facilitate the transfer and transformation of technological achievements across different countries and regions, and contribute China’s connectivity to global science and technology governance and industrial innovation. In nearly ten years since its establishment, the National Science Center has consistently followed the wave of global scientific and technological revolution and industrial transformation, continuously optimizing its cooperation network and service system, and gradually forming a development model of “centered on scientist resources, linked by cross-sector cooperation, and aimed at achievement transformation,” which has been widely recognized by the global scientific and industrial communities.
At the development strategy level, the Center has always kept pace with national policies, strictly followed international science and technology cooperation norms, and proactively integrated its development layout with the national science and technology development strategy and the “Belt and Road” science and technology innovation action plan. In recent years, the Center has focused on the technological needs of countries and regions along the “Belt and Road,” building public technology services and cooperation platforms to help these countries enhance their scientific and technological innovation capabilities, promote the free flow and optimal allocation of technological elements within the region, and contribute to the creation of a more open, inclusive, and mutually beneficial global innovation landscape.

2.Organizational mechanism

The organizational mechanism of the Intercontinental International Science and Technology Center has several distinctive characteristics, which enable it to play a unique and important role in the field of international scientific and technological cooperation.

The principle of “open sharing”. The center emphasizes the global sharing and open cooperation of scientific and technological resources, which not only encourages knowledge sharing among scientific researchers, but also promotes the open use of experimental facilities, data resources and scientific and technological achievements. This principle breaks down the barriers in traditional scientific and technological cooperation and promotes collaborative innovation on a global scale.

The working mechanism of “project-oriented”. The center’s research activities are organized on a project-by-project basis, which usually focuses on common scientific and technological problems or research fields with important application prospects. The implementation of each project crosses national borders and attracts the participation of scientific research forces from many countries. This mechanism promotes cooperation and collision between researchers with different backgrounds and expertise, and improves the possibility of innovation.

The innovative model of “combination of industry, education and research”. The center not only focuses on basic research and cutting-edge exploration, but also attaches great importance to technology transformation and industrial application. The center has established close cooperative relations with many enterprises around the world, providing a platform and support for the transformation of scientific and technological achievements, and promoting the chain of “basic research, technology development, and industrial application”.

Management strategy of “combining international rules with local practices”. The operation of the center not only follows the norms and standards of international acceptance, but also fully considers the differences in the level of scientific and technological development, cultural background and policy environment of different countries and regions, and adopts flexible and diverse cooperation methods.

3.International cooperation network

The Intercontinental International Science and Technology Center is committed to building a broad and in-depth international scientific and technological cooperation network. This network covers major countries and regions in the world, including government agencies, scientific research institutes, universities, enterprises and non-governmental organizations and other types of innovation subjects.

At the government level, the center has established cooperative relations with science and technology authorities in many countries, becoming an important platform for promoting international science and technology policy dialogue and coordination. Through cooperation with governments, the center can better understand and grasp the direction of global science and technology policy, and also create a good policy environment for transnational science and technology cooperation.

In the field of academic and research, the center has established partnerships with many top universities and research institutions around the world. The two sides have carried out comprehensive cooperation in talent training, scientific research, technology development, etc., and promoted breakthroughs in the field of cutting-edge science and technology. This partnership not only promotes the sharing of scientific knowledge, but also provides valuable research opportunities and exchange platforms for researchers from all over the world.

At the corporate level, the center has established cooperative relationships with many multinational companies and innovative enterprises. These cooperation covers all aspects of technology research and development, achievement transformation, and marketing, accelerating the speed and scope of scientific and technological innovation. Through close cooperation with enterprises, the center has better played the economic and social benefits of scientific and technological innovation.

In terms of cooperation with international organizations and non-governmental organizations, the Centre has established cooperative relations with international scientific and technological organizations around the world. These partnerships enable the Center to participate in global scientific and technological projects and initiatives and contribute solutions to common human challenges.
